Grouped the way CSC PRIME-HRM groups human resource systems, because that is the vocabulary your office already uses. Each module says plainly whether it is in the product today or built when an agency engages. There is no third state and we publish no dates.

We organise the product around the four PRIME-HRM systems because it is the language your office thinks in, and because retrofitting that structure later would be disruptive. We do not, however, sell you a maturity level. CSC paused PRIME-HRM accreditation in 2025 for a program upgrade, so a promised advance to Silver or Gold this cycle has no live scoring behind it.

PRIME-HRM is the architecture here. It is not the urgency.

The vocabulary on this site

We write these pages in the language your HR office already uses, which means an ICT head or an agency head can hit a term cold. Every acronym this site uses is expanded below. Nothing here is a term we do not actually use.

CSC
Civil Service Commission
The central personnel agency of the Philippine government. Sets the forms, the eligibility rules and the leave rules this product is built to.

Personal Data Sheet
The eight-section CSC form that is the foundation of every government personnel record. Four pages when printed.

The employee's personnel file
Named for its old records-management number. Holds appointments, service record, disclosures and supporting documents.
Plantilla
The register of funded positions
A position is a funded item with a number, a salary grade and a step — not a job title. Generic HR software gets this distinction wrong.

The formal itemisation of those funded positions, filled and vacant, that an agency reports on.

The DBM issuance carrying the salary schedule that applies to your agency. Yours loads at onboarding; we ship none.
NOSI
Notice of Salary Increment
The notice issued when an employee reaches a step increment, normally every three years and gated on performance.
PERA
Personnel Economic Relief Allowance
A standard allowance line on a government payslip. Its absence is the tell that software was not built for government.
GSIS
Government Service Insurance System
The pension and insurance fund for government employees. The counterpart of SSS in the private sector.
DBM
Department of Budget and Management
Approves and funds the plantilla, and asks for filled-against-vacant reporting.
COA
Commission on Audit
Audits government spending. The reason a cumulative leave ledger matters more than a remaining balance.
HRMO
Human Resource Management Officer
The officer who runs HR in an agency, and the person this site is written for.
